È stata pubblicata la bozza del disegno di legge che autorizza gli aiuti all'Ucraina. Punti salienti:
-Il disegno di legge obbliga il Presidente degli Stati Uniti a consegnare l'ATACMS all'Ucraina il prima possibile dopo la sua entrata in vigore.
-Saranno stanziati complessivamente 61 miliardi di dollari, di cui 23 miliardi per ricostituire le scorte del Dipartimento della Difesa.
-È previsto che l’assistenza venga fornita su base di prestiti invece che sussidi a fondo perduto. (Nel disegno di legge sugli aiuti all'Ucraina pubblicato dalla Camera, il "prestito" all'Ucraina potrebbe essere condonato (fino al 50% e con revisione del Congresso) dopo il 15 novembre 2024)
-La confisca dei beni russi sequestrati dovrebbe coprire almeno una parte delle spese in futuro.
-La legge richiede infine al Pentagono/Dipartimento di Stato di fornire una chiara strategia statunitense per l'Ucraina entro 45 giorni.
